why cant i install a mysql script. such as a poll.

Confirm that you have made an account from within cPanel and have specified the username and password combo somewhere within a configuration file of the script you are trying to use. For more help on these topics refer to the cpanel documentation and/or the help file for the script you are having trouble with.

i have tried already all of what you said by my own. but the problame is with the configuration of my account. in the phpMyAdmin for example it sais i have no privileges to create a new database.

I can see a database in your account.
Only problem I could spot is that the dbuser is not having privileges on the database.
You must allow all privileges on the database to the dbuser, then it should work.
Try this and tell us how it goes.
