Quick Dreamy Effects in 3steps..
Double click the background layer to make it a normal layer (unlock it)

1. Duplicate ur image.. CTRL+J

2. Select the Original image, Apply Gausian Blur.. Filter-> Blur-> Gaussian Blur (optimal value 4, yet again its ur choice)

3.Now Set the Opacity of duplicate image to 40%. if u feel need of changing the blending mode than you can but its not required.

Hey anandshekhar,

Do you have any examples to show us? I tried it and found that, to me, it just looked slightly out of focus.

Not bad, but once you get good at photoshop you can create a whole load of cool and amazing effects. Like fire, ice, dust ect ect.
