You're question doesn't make any sence. But I will try to answer you anyway.

MySQL is installed
phpNuke, which is an application that uses these two "services" is not installed, as not anywhere near everybody would want it on their hosting account.
NONETHELESS: You can very easily install phpNuke yourself - just upload the files, create the database and run the install script...
2 things to note though:
1: this belongs in the web hosting support forum - this forum is for help with scripting and programming etc. not for answering questions about frihost.
2: Read through your post before posting - its difficult to understand what the meaning is.
